Is using Frames vs Tables good for SEO, and will a page rank be applied to my Pages within a Frame?

Tables is a much better preference over Frames any day. Applying SEO to frames, especially onpage to the maximum is going to be fairly hard since there's no content on the main page, the other pages are sort of like hidden within the framed html page and the only thing you can really add content to is the title tag and the meta description tag - you're going to lose out big time here in regards to the amount of hits you can get.
Of course it goes without saying; the more links you have pointing to that framed page, surely enough you can rank for it. But why limit yourself? If you're going to do Search Engine Optimization, onpage and offpage one may as well do it properly from the onset.
Remember one thing though, applying SEO (Search Engine Optimization) to html tables is somewhat more difficult to get the search engine to read the content you would like displayed in the description area, take a look at this page about using absolute div tags to control the way search engines see your content
